R. Scott Fosler is a visiting professor and the first Roger C. Lipitz Senior Fellow in the Center for Public Policy and Private Enterprise at the University of Maryland. Among his many appointments, Fosler has served as president of the National Academy of Public Administration (NAPA), and vice president and director of government studies for the Committee for Economic Development (CED).

William Alonso was Richard Saltonstall Professor of Population Policy and former director of the Center for Population Studies at Harvard University.

Jack A. Meyer is the founder and president of New Directions for Policy, a firm that assists businesses, purchasers and providers of health care, and federal, state and local governments through policy research, strategic planning, and analysis.

Rosemary Kern is a leader in health care innovation, including implementing training programs for physicians at 800 hospitals for the treatment of patients in pain with HIV/AIDS and breast cancer. She is a former vice president of the Economic and Social Research Institute.
